Broadband is a network technology that can transmit data at speeds in excess of 64Kbps ('narrowband' defines slower speeds). In other words, pretty much everything these days is broadband, other than a dial-up modem or older mobile phones.
The non-technical definition of Broadband is commonly taken to be a home or business connection to the public Internet that can handle large amounts of data, either connected over an existing phone line, or using a cable-network. Broadband over wireless networks (3G, etc) is becoming more widespread too.
The term 'Broadband' is therefore not particularly meaningful without added context.
